Historical Background

The school was founded as St. Paul Academy in 1985 by Dr. Lourdes Libres Rosaroso, a distinguished educator known for her varied intellectual prowess and very brilliant academic visions.

The school started with the One-Year Nursing Aide course with 80 pioneering students. A year later, another service-oriented course, the Two-Year Paramedical Aide course was offered. To meet the increasing number of enrollees, the St.Paul Academy was moved to its new location at F. Ramos Street, where a bigger building was built. The original building then at B. Rodriguez St. was converted into a lady’s dormitory that accommodated students from nearby towns and provinces.

St. Paul Academy became Cebu St. Paul College in the School Year 1988-1989. The Two-Year Midwifery Course was then offered with 87 pioneer students. Understanding the demands for a good learning institution in the southern part of Cebu, the founder built bigger and higher buildings in Bulacao which accommodated the increasing number of students and officially made it the main campus.

In 1993, the school was officially recognized as a foundation. Branching out to widen its influences in the academic community, that same year, the school opened another college – the College of Nursing. And in 1995, the High School Department was also opened. Other courses like Bachelor of Science in Computer Science, Bachelor of Science in Criminology and Bachelor in Secondary Education were opened in succeeding years and produced the pioneer graduates in 2001. There were twenty (20) competent and fully-trained graduates of BS Criminology; however, the President discontinued offering the Criminology course due to her intense desire to focus on health care service courses since she was a medical practitioner.

Staying true to its commitment to give affordable and quality education the school changed its name to St. Paul College Foundation, Inc. in 2000.

As a visionary, the President believed that the residents of the northern part of Cebu deserve the same educational privilege given to the southern Cebu residents, especially to the intellectually equipped yet economically challenged individuals. With this driving force in the heart of the founder, she opened the Mandaue Campus in 2006. It was located strategically and accessibly in the highway. It offered Bachelor of Science in Computer Science, Bachelor of Science in Information Technology and to give bigger chances to the students to work and generate income for the family, the President also offered two-year and one-year programs namely: Associate in Computer Technology, Programming, Secretarial and Computer Technician course. The Founder believed that basic education played an important role in a person’s enthusiasm for college education, so she opened Secondary Education in Bakilid, Mandaue in 2008 and at Highway, Mandaue in 2011.

With her sensitivity to the needs of the common citizens in our society, and knowledge of the need for a private school with quality education yet affordable tuition fee for Secondary Education in the central part of Cebu City, the President opened the High School Department in Ramos Campus in 2010. The existence of St. Paul College Foundation, Inc. High School Department in the city proper of Cebu had indeed met the desire of the parents to enroll their children to private school with affordable fees.

At present, the school operates in three campuses namely: Bulacao which is the main campus, Ramos and Mandaue.
St. Paul College Foundation, Inc. continues moving onward – - proudly steering forward – - opening new programs like Bachelor of Science in Elementary Education majors in Early Childhood Learning and Special Education and Bachelor of Science in Criminology.
